New York CNN —Clear is a service that lets people skip the security line at airports with nothing but a biometric scan and $189. Clear, a publicly-traded security company, lets members jump the line at airports, sports, concerts and other venues. About 10% of California travelers are Clear members, according to a legislative analysis of the bill. The bill, which appears to be the first in the United States, won’t block Clear at California airports, Newman said. But Clear, and major airlines like Delta, California airports, and business groups like the California Chamber of Commerce oppose the bill.

CNN —US Coast Guard leaders illegally used nondisclosure agreements to prevent sexual assault victims from speaking out about their alleged attacks, according to a congressional inquiry sparked by a CNN report into sexual misconduct at the prestigious Coast Guard Academy. CNN reported last year that Coast Guard leaders had guarded the secrecy of the internal investigation to the point that officials with access to case materials had to sign non-disclosure agreements. “Requiring victims to agree not to discuss what happened to them is particularly reprehensible,” Sen. Ted Cruz wrote in a letter to the Coast Guard Sunday. Cruz’s letter is just the latest fall-out for the Coast Guard since the Fouled Anchor controversy broke last June. “This is a disservice to the survivors of rape and other sexual assaults at the Academy, whom the Coast Guard has already failed once,” he wrote.

House lawmakers on Wednesday passed a government funding package ahead of a partial government shutdown slated for Saturday in an attempt to break what has become a pattern of passing stopgap bills ahead of shutdown deadlines. The package, which passed 339-85, includes six funding bills that cover several agencies, including the departments of Agriculture, Commerce, Justice and Veterans Affairs. The committee rejected a motion to kill the bill outright, instead opting to carry the bill over to 2025 for future consideration. ATLANTA (AP) — An attempt to state that Georgia's appointed State Election Board has the legal power to investigate Republican Secretary of State Brad Raffensperger's handling of elections blossomed into a constitutional showdown Tuesday, with a lawyer for Raffensperger saying board members can't legally oversee him. “We’re looking to empower the State Election Board so that they can have oversight responsibility and that there’s no confusion about where that oversight responsibility is vested,” said Ethics Committee Chairman Max Burns, a Sylvania Republican. Activists have been pushing the State Election Board to investigate whether Raffensperger mishandled his audit of Fulton County's 2020 results, motivated by unproven claims of fraud. The board deadlocked 2-2 in December on whether it had such authority, and two board members asked lawmakers to clarify the law. Supporters said they can go forward because most of Raffensperger's election responsibilities are outlined in state law, not the Georgia Constitution.

CNN —The Biden administration is preparing an executive order aimed at curbing the ability of foreign governments to access sensitive personal data on Americans that could jeopardize national security, one current US official and one former US official familiar with the matter told CNN. Foreign efforts to exploit Americans’ data represent an “unusual and extraordinary threat” to national security and foreign policy, the draft text of the order says, according to the US official. The National Security Council at the White House declined to comment on the draft executive order. A surge in the amount of intimate personal information on US citizens that can be bought and sold online has alarmed lawmakers and senior US officials focused on national security. Wyden said he hoped the final text of the executive order, among other things, applies to data held by US subsidiaries of foreign companies.

A core group of negotiators have been laboring for nearly two months over changes to U.S. border and immigration policy and hoped to unveil the legislation later this week. New York CNN —Republican presidential candidates Nikki Haley and Ron DeSantis sparred on a wide range of economic issues during the CNN GOP presidential debate on Wednesday evening. But as Haley and DeSantis duked it out to crown themselves the most fiscally prudent candidate, some clear economic themes began to emerge that will likely have a big influence on the upcoming Republican primaries and beyond: China, debt levels and the government’s role in business. ChinaBoth Haley and DeSantis sought to prove how tough they could be on China. But as my colleague Elisabeth Buchwald points out, the US and China are the first- and second-largest economies in the world. President Joe Biden has also made reducing economic dependence on China a platform in both his 2020 and 2024 campaigns.
